Gaps between the 4 types of recycling labels for paper-plastic composite packaging: GB/T 18455 (non-mandatory in China) / ISO 14021 (recyclability requires verifiable evidence) / ASTM D5488 (U.S. No. 7 requires material composition) / EN 17130 (every layer must be labeled in the EU). 3 common mistakes made by printing companies: reversing the arrow direction / misplacing the number / omitting the material composition for No. 7. Export orders require a 3-step self-inspection: confirm the destination country + destination state/province + number of composite material layers.

The recycling symbol consisting of a “triangle of arrows + a number” is printed by packaging printers on paper boxes, plastic boxes, and foil bags almost every day. Yet when customers ask, “Which symbol should I use for my paper-plastic composite packaging? What number should it have? Which direction should the arrows point?” — 90% of printers will be at a loss. This is because the handling requirements for the four standard categories differ completely for materials such as paper-plastic composites and aluminum-plastic composites, which are “neither pure paper nor pure plastic.”

Why the 4 types of standards cannot be mixed

Triangle arrows + number(Möbius loop)is an internationally recognized recycling symbol, but the implementation details of national standards vary:

  • GB/T 18455 (Chinese national standard):Triangle arrow + number 1-7, with meanings identical to the US SPI code. However, recycling labels are not mandatory for paper-plastic composite packaging in China; they are required only when making "recyclable" or "biodegradable" claims.
  • ISO 14021 (International Standard): The triangle of arrows must form a closed loop (three arrows connected end to end); the number is optional. It emphasizes an “environmental claim” rather than mandatory recycling instructions.
  • ASTM D5488 (U.S. Standard):Triangle arrow + resin code 1-7 (PET=1, HDPE=2, ..., OTHER=7). Paper-plastic composite packaging should use code 7 (OTHER), and the material composition must be specified.
  • EN 17130 (EU Standard):A triangle arrow + number + textual description. It is mandatory to specify the “material composition”; for example, “paper + PE” must be clearly labeled.
  • This means that the same paper-plastic composite packaging box may require no marking in China, a 7 in the United States, and “paper + PE” in the EU. When a printing plant accepts export orders, it must distinguish the details of the 4 standards.

    Category 1: GB/T 18455 (China) — triangular arrow + digits 1-7

GB/T 18455 is identical to ISO 14021, and China’s packaging recycling marks largely follow this standard. There are 3 implementation details:

  • Triangular arrows must form a continuous loop: the three arrows must connect end-to-end, with no breaks and no reversals. The arrow direction (clockwise/counterclockwise) is not mandated by the standard, but is usually clockwise.
  • Numbers 1-7 correspond to the following materials:1=PET, 2=HDPE, 3=PVC, 4=LDPE, 5=PP, 6=PS, 7=OTHER. Number 7 refers to “Other”; paper-plastic composites and aluminum-plastic composites are both classified under No. 7.
  • Sales in China:GB/T 18455 is a recommended national standard, not a mandatory one. Therefore, paper-plastic composite packaging sold domestically does not need to bear the recycling mark, provided that no claims such as "degradable" or "recyclable" are made.
  • Real Case: A Brand Fined for “Recyclable” Claims

In December 2024, a printing factory in Guangdong produced paper-plastic composite packaging boxes for a food brand. The boxes featured a triangular arrow + the number 7, with the word "recyclable" printed alongside. Following an inspection by the market supervision authority, the "recyclable" claim was deemed unsubstantiated because paper-plastic composite packaging has no dedicated recycling channels in most cities. The brand was fined 50,000 yuan, and the printing factory was forced to replace the packaging copy.

Printer's error: Paper-plastic composite packaging has no dedicated recycling channels in most cities in China (except for a few first-tier cities) and cannot be labeled "recyclable." If such a statement is required, it may only say "Please place in recyclable waste" (the exact wording shall comply with the GB/T 19095 standard).

Type II: ISO 14021 (International)—Mobius Loop + Optional Number + Environmental Claim

ISO 14021 is an international standard whose core requirement is that environmental claims must be accurate, verifiable, and non-misleading. Three implementation details:

  • The triangular arrows must form a self-loop: As in GB/T 18455, the three arrows are connected end to end.
  • Numbers are optional: If a number is printed, follow the SPI coding 1-7. If no number is printed, writing only "recyclable" is also acceptable.
  • Claims must be verifiable: Claims such as “recyclable,” “compostable,” and “biodegradable” must be supported by evidence. For example, if a paper-plastic composite package is promoted as “recyclable,” evidence of an actual recycling rate of at least 30% is required; otherwise, it will be subject to penalties for false advertising.
  • Real Case: An Export Packaging “Recyclable” Claim Was Stopped by Customs

In March 2025, a printing plant in Jiangsu produced paper-plastic laminated packaging for a Middle Eastern customer. The boxes featured triangular arrows and the word “Recyclable” in English. After the goods arrived at the port, they were selected by customs for inspection, and the customer was required to provide evidence of the recyclability rate. Unable to do so, the customer had the entire batch of 15,000 units returned. The printing plant compensated the customer RMB 120,000 and subsequently lost the account.

Printer's mistake: ISO 14021 requires "Recyclable" to be supported by verifiable evidence—for example, "More than 30% of the materials have collection channels in X country." If the customer cannot provide evidence, the printer should not print "Recyclable" on the packaging, but may only print "Made from recycled materials" and "Please recycle." These two statements have different legal requirements.

Category III: ASTM D5488 (United States)—Triangle arrow + resin code 1-7 + material composition

ASTM D5488 is a recycling mark standard developed by the American SPI (Society of the Plastics Industry). 3 implementation details:

  • Triangular arrow + number 1-7: The meaning of the numbers is consistent with GB/T 18455. Paper-plastic composite packaging is designated as No. 7 (OTHER).
  • Number position: The number must be printed centered inside the triangular arrow without any offset. The outer diameter of the triangular arrow must be ≥ 8 mm, and the number height must be ≥ 4 mm.
  • Material composition: No. 7 marks must be accompanied by a textual explanation, such as “Paper + PE” or “Paper + Al”. This is mandatory in some U.S. states (California and Washington), while the federal level is a recommendation.
  • Real Case: A Brand's Paper-Plastic Packaging Used Mark 7 Without Disclosing the Material Composition and Was Fined in California

In August 2024, a printing factory in Zhejiang produced paper-plastic composite packaging boxes for a customer in California, USA. The boxes featured a triangular arrow + the number 7, but did not include the notation “Paper + PE.” After the goods arrived in California, they were selected for inspection by the California Department of Resources Recycling and Recovery (CalRecycle), which determined that they did not comply with California recycling regulations. The brand owner was fined 20,000 USD, and the printing factory paid 80,000 RMB in compensation.

Printer error: California, Washington, New York, and six other states mandate that the “7” mark must specify the material composition. When a printer receives an order from the United States, it must clarify the “destination state,” as the rules in California differ from those in other states.

Category 4: EN 17130 (EU) — triangular arrow + number + material composition + textual description

EN 17130 is the EU recycled-content labeling standard. It was officially released in 2023 and is stricter than ASTM D5488. Three implementation details:

  • Triangle arrow + number: The meaning of the number is consistent with ASTM D5488. Use 7 for paper-plastic composite packaging.
  • Material composition must be indicated: For example, “Paper + PE” or “Paper + Al + PE”. This is a mandatory requirement, not a recommendation.
  • Additional information:If the packaging consists of multiple layers, each layer must be labeled, for example, “Outer: Paper, Inner: PE”.
  • Real Case: Noncompliance of a Certain Brand’s Aluminum-Plastic Composite Bags with EN 17130

In January 2025, a printing factory in Guangdong produced aluminum-plastic composite bags for a German customer. The bags featured only a triangular arrow and the number 7, with no material composition indicated. After the goods arrived in Germany, they were selected for inspection by the German packaging law (LUCID) registration authority and deemed noncompliant with EN 17130. The brand owner was fined 15,000 euros, and the printing factory paid 50,000 RMB in compensation.

Printer error: EU EN 17130 is more detailed than ASTM D5488 and requires all three layers, “Outer / Inner / Adhesive,” to be labeled. When printers accept orders from EU countries such as Germany, France, and Italy, they must design the label layout in accordance with EN 17130.

The 3 Most Common Mistakes Printing Plants Make

  • Error 1: The arrow directions are reversed. The three arrows should connect end to end to form a continuous loop; the arrows must not be “broken” or “pointing in the same direction.” This is the most basic mistake, yet it happens every month at printing plants.
  • Error 2: The number is mispositioned. The number is not centered inside the triangular arrow, making it look as though it is “floating outside.” Customers will immediately see this as unprofessional. The number must be positioned at the geometric center of the triangular arrow.
  • Error 3: The “No. 7” marking on the composite material does not specify its material composition. For domestic sales, it is sufficient to mark only No. 7, but for export to the United States (some states) and the European Union, the material composition must be stated, as this is a mandatory requirement.
  • 3-Step Self-Check for Printing Factories Accepting Foreign Trade Orders

  • Step 1: Confirm the destination country. For the United States, refer to ASTM D5488; for the European Union, EN 17130; for the Middle East and Southeast Asia, ISO 14021; and for China, GB/T 18455 (non-mandatory). When customers say “export trade,” do not accept the order without clarification; the specific country must be confirmed.
  • Step 2: Confirm the destination state/province. California, Washington, New York, Florida, and 6 other U.S. states have additional requirements for the 7 mark; EU member states have uniform rules, but enforcement levels vary.
  • Step 3: Confirm the number of composite layers.Paper + PE consists of 2 layers, while paper + Al + PE consists of 3 layers. Each layer must be labeled for multilayer materials. Before accepting an order, the printing plant must obtain the customer's material structure BOM and must not draw the structure based on assumptions.
  • The compliance cost of recycling marks is very low (only a minor design revision), but the cost of making a mistake is high (return shipment + fines + loss of customers). When a printing plant accepts export orders, it must conduct a thorough design self-inspection of this area. What takes the design department 1 hour can save 100,000–300,000 in dispute-related losses later.

    FAQ

What recycling mark number should paper-plastic composite packaging carry?

Code 7 (OTHER). Codes 1-6 are for single materials (PET, HDPE, PVC, LDPE, PP, PS); multi-layer materials such as paper-plastic composite, aluminum-plastic composite, and paper-aluminum-plastic all fall under code 7. However, some U.S. states (California, Washington, etc.) mandate that the code 7 mark must be accompanied by "material composition" text, such as "Paper + PE" — a point often overlooked by domestic printers.

Does paper-plastic composite packaging sold in China need a recycling mark?

GB/T 18455 is a recommended national standard, not mandatory. Therefore, paper-plastic composite packaging sold domestically may omit the recycling mark, as long as it does not claim "recyclable" or "biodegradable." But if "recyclable" is claimed, evidence must be provided (e.g., at least 30% recycling rate); otherwise, it is treated as false advertising under the Advertising Law with fines of RMB 50,000-200,000.

Is the triangle arrow direction regulated?

The three arrows must be connected end-to-end in a self-loop, without breaks or reversal. The arrow direction (clockwise/counter-clockwise) is not mandated by the standard, but clockwise is conventional. Triangle arrow outer diameter ≥ 8 mm, inner number height ≥ 4 mm — this is the EU EN 17130 requirement; U.S. ASTM D5488 is similar. The most basic blunder is reversing the arrow direction or breaking it into 3 segments; clients can immediately tell.

Can the word "Recyclable" in English be printed at will?

No. ISO 14021 requires "Recyclable" to be backed by verifiable evidence — for example, "more than 30% of materials have recycling channels in the destination country." If the client cannot provide evidence, the printer should not print "Recyclable"; it is acceptable to print "Please recycle" (a request, not a claim) or "Made from recycled materials" (a factual statement). These two have different legal natures and very different dispute consequences.

If the printer does not verify the recycling mark version provided by the client, who is liable when something goes wrong?

Printer and client share liability. The client is responsible for the "compliance" of the mark (whether the mark conforms to destination country regulations); the printer is responsible for the "printing accuracy" of the mark (whether the position, color, and size conform to standards). If the printer prints according to the layout file provided by the client, the printer can claim "per client instructions" as a defense — but only if the printer has a written layout confirmation. It is recommended that for all foreign orders, the printer has the client sign a Mark Version Confirmation Form.

The boss may ask: how high is the cost of recycling mark design?

The mark design itself is low-cost (1-2 hours of internal design), but the layout review cost for foreign orders is high — U.S. standard, EU standard, and China standard each take 1 hour, totaling 3-4 hours, about RMB 200-500. If the printer treats this as "a complimentary service for the client," a single later dispute can cost RMB 100,000-300,000 in compensation. It is recommended that when printers accept foreign orders, layout review be charged separately at RMB 500-1,000 per order, so the printer is motivated to do it well once the client pays.
