What is the difference between PEFC and FSC packaging certifications? A selection guide for the two forest certifications

At the end of last year, a customer who produces export gift boxes had an order returned by a German buyer. The reason wasn't the craftsmanship or color deviation, but a sentence in an email: "Your paper's forest certification is PEFC, but our brand's 2025 sustainable sourcing standard only accepts FSC Chain of Custody."

When the customer forwarded this email to me, they added a line: "We've always used PEFC and never had any problems before — why isn't it acceptable this time?"

This is not an isolated case. Since 2023, we have received similar inquiries 30-40 times every year, and the vast majority focus on "what exactly is the relationship between PEFC and FSC, and why do some customers still not accept us even though we have both?" Today's article aims to explain this clearly in one go, and provide you with a practical selection table for choosing certifications by customer and export market.

First, the conclusion: the two are not an "interchangeable relationship," but two "independent systems"

This is the first misunderstanding most people have. FSC (Forest Stewardship Council) and PEFC (Programme for the Endorsement of Forest Certification) are often mentioned side by side, but from their founding in 1993 they went down two different paths.

FSC is headquartered in Bonn, Germany. It is a system initiated by NGOs (including the World Wildlife Fund and Greenpeace), emphasizing "forest ecological protection as the priority," and places the strictest restrictions on primary forests and High Conservation Value Forests (HCVF). PEFC is headquartered in Geneva, Switzerland. It is an industry-led mutual-recognition organization driven by European forestry stakeholders, currently covering national forest certification systems in more than 50 countries worldwide, and is more compatible with plantations and sustainably managed forests.

To use an analogy: FSC is like a standard set by a strict ecological and environmental organization, while PEFC is like a standard jointly formulated by the forest-products industry and granted international mutual recognition. Both are "genuine certifications," but their governance logic, regulatory focus, and end-user preferences are entirely different.

An Overlooked Fact: FSC and PEFC Are Not Mutually Recognized

Many clients ask: "Can I just obtain one of them and have the other covered through mutual recognition?"

The answer is: No, at least not in every scenario.

FSC and PEFC signed a "Bridge Agreement" in 2023, which permits cross-recognition in certain scenarios. However, the scope of this agreement is limited and primarily addresses "avoiding duplicate audits," rather than "using one certificate in place of two." The EU Timber Regulation (EUTR) currently accepts both FSC and PEFC, but when it comes to brand owners' specific procurement standards, they typically specify either FSC or PEFC alone.

From a practical standpoint, LeXiang's recommendation to clients is as follows: select based on your core target market — if your client list is dominated by European retail brands, and major clients explicitly state "FSC only," then your Chain of Custody certification should be FSC; if your client base is spread across small and medium-sized brands, Asian markets, or the Middle East and Africa, where both FSC and PEFC are accepted, then PEFC offers lower costs and shorter lead times.

Real Cases: How Three Customers Made Their Choice

Case One: A customer in Zhejiang exporting tea gift boxes to Europe and the U.S., whose main clients are mid-range European tea brands. In 2022, we advised them to adopt FSC CoC (Chain of Custody). Reason: sustainability reports from European retail brands commonly reference the FSC system, and the FSC label enjoys higher recognition among end consumers. This customer currently pays about 18,000 RMB annually for FSC system audits, with annual output of 2 million gift boxes — the per-unit allocation is less than 1 cent.

Case Two: A customer in Guangdong exporting cosmetics to Southeast Asia and the Middle East, who came to us in 2024 asking whether they should obtain two certifications at the same time. Our advice was: start with PEFC first. Reason: brand owners in Southeast Asia and the Middle East do not mandate FSC. PEFC has high coverage among domestic Chinese forestry enterprises (dominant in the Asia-Pacific region) and offers lower audit costs. Add FSC later only when the brand owner explicitly requires it. This customer ultimately chose PEFC only, saving 12,000 RMB annually.

Case Three: A customer in Shanghai making luxury gift boxes, whose end client is a French luxury goods group. The 2024 version of the group's sustainable procurement standard explicitly states "FSC 100% or FSC Mix [other categories] not accepted." This customer chose FSC without hesitation, even at a higher cost, because the client's audit authority outweighs everything else.

How Brands Actually Choose: 4 Variables That Determine Preference

Based on the procurement standards of the more than 80 brand owners we work with, I've summarized brand preferences into 4 variables:

Variable 1: Region.European retail brands (L'Oréal, Unilever, Apple, Coca-Cola, etc.) primarily use FSC; North American brands see FSC and SFI (another North American system) coexisting; Japanese and Korean brands prefer FSC Mix; Southeast Asian, Middle Eastern, and Eastern European brands have higher acceptance of PEFC.

Variable 2: Industry Attribute.Luxury goods, cosmetics, maternity and infant products, and food brands show a clear preference for FSC; office stationery, household goods, and electronic product packaging have higher acceptance of PEFC.

Variable 3: Whether They Publish Their Own Brand ESG Report.Brand owners that produce ESG reports typically reference the GRI (Global Reporting Initiative) or SBTi (Science Based Targets initiative) frameworks, which cite FSC primarily for forest certification. However, this does not mean they accept only FSC—the key is to look at the "certification requirements" section in the report.

Variable 4: Consumer Communication.Some brand owners use the "FSC mark" as end-consumer marketing material printed directly on the packaging. In such cases, the cost of choosing the wrong certification is enormous—relabeling, re-review, and re-sampling incur hidden costs ranging from tens of thousands to hundreds of thousands.

Printer-Level Operations: 3 Common Issues

Issue 1: "Our print shop can't get certified ourselves—can we just use our client's certificate?"

No. FSC and PEFC Chain of Custody (CoC) certificates are issued by "entity," and each factory must hold its own certificate. If you are merely processing paper that carries a certificate, that certificate belongs to the upstream paper mill—you may not affix the label on the product or claim to your client, "We are FSC certified." This is a common misconception among contract manufacturers.

Issue 2: "How long is the certificate valid? Is the annual audit expensive?"

The certificate itself is valid for 5 years. An annual surveillance audit is required each year, with re-certification at the end of the 5-year term. Annual audit fees range from 10,000 to 30,000 RMB depending on scale and scope; initial certification costs 30,000 to 60,000 RMB. Issue 3: "I've already done FSC, but the client suddenly requires PEFC—what do I do?"

Although the two systems are not mutually recognized, there is significant overlap among certification bodies (SGS, Bureau Veritas, Intertek, and DNV all offer both). After completing FSC, adding PEFC allows roughly 70% of the documentation system to be shared, on-site audits can be combined, the timeline can be compressed from 6 months down to 3–4 months, and costs can be reduced by 30–50%.

Decision Matrix for Selecting Certifications by Export Market

I've categorized the certification choices of our clients over the past 5 years—use this for direct reference:

For clients whose export markets are concentrated in the EU (Germany, France, Italy, Nordic countries), prioritize FSC. Reason: high consumer awareness, strong preference among retail brands, and the strictest regulatory environment.

For clients whose export markets are concentrated in the UK, Switzerland, and North America, both FSC and PEFC are acceptable, but FSC holds a slight edge in UK retail.

For clients whose export markets are concentrated in Japan and South Korea, FSC Mix enjoys the highest acceptance (Mix permits mixed sources).

For clients whose export markets are concentrated in Southeast Asia, the Middle East, Eastern Europe, and Latin America, prioritize PEFC, as it offers lower costs and smoother processes.

For clients whose export markets are concentrated in Africa and Oceania, both systems are relatively new; it's recommended to refer directly to the end customer's standards.

If your client base spans multiple regions with relatively balanced share, it is advisable to adopt both systems simultaneously. The reason is not compliance requirements, but market flexibility—when a major client temporarily adjusts procurement standards, you won't need to scramble at the last minute.

Finally, an overlooked cost: logo usage fees

Both FSC and PEFC product logo usage require additional fees—they are not free. FSC logo usage is charged on a tiered basis based on sales revenue, with small customers under 1 million in annual sales paying approximately $200–500 per year; PEFC logo usage fees are relatively lower, but there is also an annual minimum threshold.

Practical recommendation: if your annual sales of products using the logo are below 500,000, you may consider not printing the logo on the products and only maintaining the certification itself. This satisfies the brand owner's requirement that "the supply chain is certified" while saving on logo fees. However, be sure to clearly define the "logo usage method" with the brand owner in the procurement contract to avoid misunderstandings if they discover you are not using the logo.

Summary in One Sentence

Certifications themselves have no absolute strengths or weaknesses—what matters is what your customers require. Before taking on a large customer's order, asking "Which forest certification system does your sustainable sourcing standard reference?" is more important than studying the systems themselves.

Is FSC stricter than PEFC?

Cannot be said to be strictly stricter. FSC has clearer restrictions on primary forests and High Conservation Value Forests (HCVF); PEFC has better compatibility with plantation forests and sustainably managed forests. Both systems have complete CoC audit requirements, and 'strict' and 'loose' are defined by scenario.

Are there PEFC certification bodies in China?

Yes. CFCC (China Forest Certification Council) obtained PEFC mutual recognition in 2014. After domestic printers obtain CFCC/PEFC dual certification, products can use the PEFC label. CFCC is promoted by the National Forestry and Grassland Administration, and current certification bodies include China Forest Tianhe (Zhonglin Tianhe), Fangyuan, etc.

Do small batch orders also require FSC/PEFC certification?

It depends on customer requirements. If the customer only requires 'legal paper source', providing a copy of the FSC or PEFC certificate is sufficient, and the printer does not need to hold its own certificate. If the customer requires 'printer's own CoC', then regardless of order size, the printer needs to be certified.

How much more expensive is certified paper than regular paper?

The price difference of the paper itself is not significant, about 3-8%. However, certification brings system costs (annual audits, label usage, internal traceability processes), which when allocated to a single package depends on order scale. Our estimate: for a gift box factory with annual orders over 2 million pieces, the certification cost allocated per piece is less than 0.02 yuan.

Are FSC and PEFC mutually recognized?

Partially mutually recognized. The Bridge Agreement signed by both parties in 2023 resolved some duplicate audit issues, but using one certificate as two is not universally applicable. Specifically regarding brand procurement standards, often only one system is accepted, so it is recommended to follow the final customer's requirements.
