In June 2025, a cosmetics customer sent me a bunch of cushioning material samples: air column bags, pearl cotton, foam, honeycomb cardboard, asking me to choose one 'most eco-friendly'. Her next sentence was: 'I'm going to use this for an IPO roadshow PPT.'

I paused for two seconds and said directly: 'I can't answer this question.'

She was stunned.

I said: 'Air column bags have the lowest recycling cost but the highest transportation damage rate. Honeycomb cardboard has the highest recycling rate but the largest single-piece volume. The 3 words "most eco-friendly" is a false proposition for cushioning materials - it depends on the product transport scenario, the one-time / multi-use scenario, and the customer's recovery channel.'

She didn't really understand at the time. After we sorted it out for half an hour, she finally said: 'Why didn't the previous supplier mention this?'

This kind of thing - 'the customer asks the most eco-friendly cushioning material but the printer can't answer' - happens every week. The reason is simple: 4 cushioning materials (air column bag / EPE / EPS / honeycomb cardboard) have completely different recycling paths, reuse times, and final disposal methods. If you don't break down the 4 dimensions, 'eco-friendly' is meaningless.

1. The 4 cushioning materials' 4 dimensions of real data

Air column bags, EPE pearl cotton, EPS foam, honeycomb cardboard - these 4 cushioning materials, the data is far more complicated than the eco-advertisements.

Dimension 1: Material composition. Air column bag is PE/PA co-extruded film (polyethylene + nylon composite), belongs to plastic category; EPE pearl cotton is polyethylene foam (LDPE), belongs to plastic category; EPS foam is polystyrene foam, belongs to plastic category; honeycomb cardboard is pure paper material, belongs to paper category. 3 of the 4 are plastic, 1 is paper. The 'eco-friendly' comparison between plastic and paper is not at the same level.

Dimension 2: Recycling rate. Honeycomb cardboard has the highest recycling rate (theoretically >90%, but actually depends on whether it is contaminated, see FAQ for details); EPS foam recycling rate is 8-12% in China, lower than the 'eco-advertised' 30-40%; air column bag actual recycling rate is less than 8%; EPE pearl cotton has high reusability but low formal recycling rate (formal recycling rate 10-15%). The actual data of the 3 plastic materials is far lower than the eco-advertisements.

Dimension 3: Reuse times. EPE pearl cotton can be reused 3-5 times (this is the biggest advantage of EPE); honeycomb cardboard can usually be reused 1-2 times (but the cost is high, usually not reused); air column bags and EPS foam are one-time use (EPE 'reuse' saves more plastic than air column bag's 'recycling').

Dimension 4: Cost. Per 100 cubic centimeter cushioning volume cost: EPS foam about 0.05 RMB (lowest), air column bag about 0.15 RMB, EPE pearl cotton about 0.20 RMB, honeycomb cardboard about 0.40 RMB (highest). 'Eco-friendly' materials are usually more expensive.

2. 4 reasons why eco-advertisements lie

Why are 'eco-friendly' advertisements misleading? 4 reasons.

Reason 1: Recycling rate = theoretical value, not actual value. Eco-advertisements usually cite 'recycling rate 90%' or 'recycling rate 60%', but the actual value depends on the recovery channel. China has no mandatory plastic recovery policy, the actual recycling rate is much lower than the theoretical value. EPS foam 'recycling rate 30-40%' is the theoretical value of 'collected by formal recovery companies'; the actual value includes 'informal recovery + landfill + burning', the effective recycling rate is only 8-12%.

Reason 2: Single material recovery ≠ system recovery. Even if a single material has high recovery rate, the overall system recovery rate may be low. For example, honeycomb cardboard has high recovery rate, but if the surface is bonded with tape, or coated with waterproof plastic film, the system recovery rate drops. Air column bag's recycling is theoretically feasible, but the bag is too light (30-80 grams), waste stations don't want to collect, and the transportation cost exceeds the bag value.

Reason 3: Reuse ≠ recycle. EPE pearl cotton's 'reuse 3-5 times' is reuse, not recycle. Reuse saves more plastic than recycle (one EPE used 5 times = save 5 EPE), but the eco-advertisements usually mix reuse and recycle, making customers mistakenly think 'EPE can be recycled many times'.

Reason 4: Domestic data ≠ foreign data. The EU's plastic recovery rate is higher than China's, because the EU has EPR (Extended Producer Responsibility) policy, producers pay a recovery fee when selling products. The EU's EPS foam formal recovery rate is 30-40%, while China's formal recovery rate is 15-25%. If the customer uses foreign data to evaluate domestic cushioning materials, the conclusion is often wrong.

3. 4 categories of scenarios - the cushioning material matching table

Different scenarios correspond to different cushioning materials. The 4 categories of scenarios for customer choices.

Scenario 1: Short-distance e-commerce 1-time delivery (same city, next-day delivery). Recommended: honeycomb cardboard. Reasons: recycling rate highest, cost moderate, does not occupy much transportation volume, customers see the brand intent of 'environmental protection'. Not recommended: EPE / EPS / air column bag (recovery rate is low, not eco-friendly).

Scenario 2: Long-distance e-commerce 1-time delivery (cross-province, 3-5 days delivery). Recommended: air column bag + honeycomb cardboard combination. Reasons: lightweight (air column bag only 30-80 grams), reduces transportation cost; honeycomb cardboard provides structural support. Not recommended: EPE alone (cushioning performance is sufficient but transportation volume is large); EPS alone (lightweight but customers see 'foam' feel cheap).

Scenario 3: Large appliance 1-time delivery (TV / refrigerator / washing machine). Recommended: EPS foam. Reasons: cushioning performance is the strongest, can withstand the drop of large appliances. Although the recycling rate is low, large appliance 1-time delivery is the most matched scenario (the recovery channel is also large). Not recommended: honeycomb cardboard (cannot withstand drop), air column bag (cannot withstand weight).

Scenario 4: Large appliance multi-time turnover (factory to warehouse to factory). Recommended: EPE pearl cotton. Reasons: can be reused 3-5 times, long-term use cost is lowest. Not recommended: EPS foam (cannot be reused, 1-time consumption).

4. 4 pitfalls printers should avoid

After the printer understands the 4 categories of scenarios, also pay attention to 4 pitfalls.

Pitfall 1: Don't just look at the recycling rate, look at the actual disposal. Some cushioning materials have high recycling rate, but the actual disposal is landfill or burning. Air column bag's '4 LDPE recyclable' mark is theoretical, but actual recovery rate is less than 8%. When communicating with customers, don't directly quote the recycling rate number, but explain the actual disposal path.

Pitfall 2: Don't just look at the cost, look at the total cost. Honeycomb cardboard's single cost is the highest, but if it can be reused 1-2 times, or if the recovery rate is high to reduce EPR fees, the total cost may be the lowest. Air column bag's single cost is low, but if the recovery rate is low and transportation volume is large, the total cost may be the highest.

Pitfall 3: Don't just look at the material, look at the use scenario. 'Most eco-friendly cushioning material' does not exist. Each cushioning material has its own matched scenario. The correct answer is: ask the customer for the use scenario, then match the corresponding cushioning material.

Pitfall 4: Don't just answer one question, ask 4 questions. When the customer asks 'which is the most eco-friendly', the printer should not directly answer, but ask 4 questions: (1) product transport scenario? (2) one-time or multi-use? (3) customer's recovery channel? (4) regulatory hard requirements (such as EU SUP)? After answering these 4 questions, the cushioning material recommendation becomes specific.

5. 3 categories of regulation impact - SUP directive and EU plastic tax

For customers exporting to the EU, also pay attention to 3 categories of regulation impact.

Regulation 1: SUP (Single Use Plastics) Directive. Effective from July 2021, prohibits a series of single-use plastic products. EPS foam is not directly banned (industrial cushioning is not within the ban), but the recovery cost increases.

Regulation 2: EU plastic tax. The EU plans to introduce a plastic tax based on non-recycled plastic packaging waste (originally planned for January 2021, postponed to January 2023, then postponed again, may be implemented in 2026-2027). Plastic packaging waste will be taxed at 0.8 euros per kilogram.

Regulation 3: EPR (Extended Producer Responsibility). EU member states require producers to pay for the recovery of plastic packaging. Common EPR fee: air column bag 0.1-0.3 euros per kilogram, EPE 0.1-0.3 euros per kilogram, EPS 0.1-0.5 euros per kilogram. Honeycomb cardboard EPR fee is 0.

For customers exporting to the EU, when choosing cushioning material, 'cushioning material cost + EPR fee' should be calculated as the total cost. In some scenarios, the 'high recycling rate' honeycomb cardboard has a lower total cost.

6. 4 standard actions for the printer

4 standard actions, the printer should do to become a 'eco-friendly packaging consultant' rather than just a 'cushioning material supplier'.

Action 1: Establish a 'Cushioning Material Scenario Matching Table'. The printer should put a 'Cushioning Material Scenario Matching Table' on the designer's desk, listing the matching logic of '4 cushioning materials × 4 scenarios × 4 dimensions'. When the customer comes to inquire, directly pull the corresponding matching from the table, rather than giving a vague 'most eco-friendly' answer.

Action 2: Proactively ask 4 questions. When the customer asks 'which is the most eco-friendly cushioning material', the printer should first ask 4 questions (transport scenario / one-time or multi-use / recovery channel / regulatory requirements), then give the answer. This action costs almost no time (an additional 5 minutes of communication), but can avoid more than 80% of 'wrong recommendation' customer complaints.

Action 3: Send 'Eco-friendly Cushioning Material Data Update' to customers quarterly. Eco-friendly cushioning material data is updated quarterly (SUP directive updates, EU plastic tax updates, domestic recovery policy updates). The printer should track the update dynamics, send a 'data update' email to customers quarterly, inform customers of the impact of new regulations on cushioning material choice.

Action 4: Establish a 'Cushioning Material Real Cost Comparison Table'. The printer should establish a 'Cushioning Material Real Cost Comparison Table', including not only the single cost, but also the recovery cost, EPR fee, and reuse discount. When the customer comes to inquire, directly pull the corresponding table from the table, rather than giving a vague 'cost comparison' answer.

Can air column bags (PE/PA co-extruded film) be put in the recyclable waste bin?

Technically recyclable (No. 4 LDPE), but actual recycling rate is less than 8%. Reasons: single bag is too light (30-80 grams), waste collection stations don't want to collect; inflated volume is large, transportation cost exceeds the bag value; PA layer and PE layer are hard to separate, recycled material quality is poor. What is the actual recycling rate of EPS foam?

EPS foam formal recycling requires collection, transportation, crushing, melting, regeneration, a chain of 5 links; any broken link leads to landfill or burning. Common practice: large EPS foam can be sold to building material factories as light-weight aggregate raw material; small EPS foam fragments are basically landfill or burning. Recommendation: EPS foam is suitable for large one-time cushioning (large appliance packaging), not suitable for small e-commerce packaging (cost is low but recycling rate is also low).

How many times can EPE pearl cotton be reused?

EPE pearl cotton can usually be reused 3-5 times. The 'reuse' here refers to: after the same batch of products are transported multiple times, the EPE pearl cotton does not break and can still play a cushioning role. If it is a one-time use (only cushions one product delivery), it is not counted as reuse. To extend the EPE pearl cotton reuse times, pay attention to: (1) storage environment (avoid direct sunlight, UV will accelerate EPE aging); (2) load bearing (do not exceed design weight, ordinary EPE 30-50 kg/m³); (3) folding method (fold along the long edge, do not fold at will, EPE will break). After more than 5 reuses, EPE pearl cotton elasticity drops, cushioning performance drops, recommended to recycle into plastic pellets (downcycle).

Does honeycomb cardboard really have a recycling rate of over 90%?

Honeycomb cardboard theoretically has a recycling rate of over 90% because it is pure paper material. But the actual recycling rate depends on whether it is 'contaminated'. Common contamination: (1) tape on the surface (tape area exceeds 5%, paper mills refuse to recycle); (2) wax coating / plastic coating (waterproof honeycomb cardboard, plastic coating can not be recycled); (3) printing ink (printing area exceeds 30%, paper mills may downgrade to inferior paper). Recommendation: honeycomb cardboard packaging should be designed as 'paper material only, no tape, no plastic coating, no printing', so as to ensure the highest recycling rate.

When the customer says 'use the most eco-friendly cushioning material', how should the printer answer?

The first thing the printer should ask the customer: 'What is your product transport scenario?' 'What is the one-time-use or multiple-use scenario?' 'What is the customer's recovery channel?' 'Is there a regulatory hard requirement?' Only after answering these 4 questions can you choose the cushioning material. Common matching logic: (1) short-distance e-commerce 1-time delivery, honeycomb cardboard is preferred (recycling rate highest, cost moderate); (2) long-distance e-commerce 1-time delivery, air column bag + honeycomb cardboard combination (lightweight, reduces transportation cost); (3) large appliance 1-time delivery, EPS foam can be considered (although recycling rate is low, but cushioning performance is the strongest); (4) large appliance multi-time turnover, EPE pearl cotton (reusable 3-5 times). Don't just answer 'the most eco-friendly' - that is not professional.

How does the EU SUP directive affect the customer's packaging choice?

The EU SUP (Single Use Plastics) Directive targets single-use plastic products, with two key points: (1) bans a series of single-use plastic products (including disposable EPS foam tableware, plastic straws, etc.); (2) for non-banned plastic products, requires plastic tax / EPR (Extended Producer Responsibility) fees.
