GB 4806.1 to 4806.11 Explained: How to Actually Use the 5 Core Standards for Food Contact Packaging

1. The question customers ask most

Last year a customer who makes tea gift boxes came to us, and the first thing he said was: "Help me get food-grade packaging that passes JD.com and Tmall review." I didn't answer him directly. I asked first: "Does the inner bag of your gift box directly touch the tea? Is the glue used for laminating the outer box water-based or solvent-based?" He was stunned — "Does that have anything to do with certification?"

Of course it does. GB 4806.1 is the general safety requirement; 4806.7 is for plastic contact materials; 4806.8 is for metal; 4806.9 is for ceramics and glass; 4806.11 is for rubber and silicone used in food contact materials. But many customers think that as long as they get a GB 4806.1 report, everything is fine. In the actual testing, the materials simply don't line up — paper box lining with EVA foam must be tested per 4806.7, aluminum foil inner bags must be tested per 4806.9 for metal migration, and silicone sealing rings must be tested per 4806.11.

So today's article won't explain what GB 4806 is — Baidu Baike already has plenty of that. I'll go straight into which section applies to each of the 5 material types, how to pair them with GB 31604 test methods, and the 3 pitfalls customers most often hit when sending samples for testing.

2. The real structure of the GB 4806 series: 5 sections for 5 material types

Let me walk through this system first. The new national standard was issued in 2016 and implemented in 2017, consolidating and replacing the old GB 9685 and dozens of other scattered standards. There are now 11 sub-standards in effect, but the ones companies actually use are 4806.1, 4806.7, 4806.8, 4806.9 and 4806.11.

GB 4806.1 is the general safety requirement, and all food contact materials must comply with it — the basic framework, general principles for migration, and labeling specifications. The remaining 4 sub-standards are the specific technical requirements organized by material category. Here's a table:

Material-to-sub-standard mapping: paper/paperboard → 4806.1 + 4806.10 (note 4806.10 is specific to paperboard); plastic/resin → 4806.7; metal → 4806.9; ceramic/glass/enamel → 4806.4 (note 4806.4 is specific to ceramic); rubber/silicone → 4806.11; coatings → 4806.10.

Here's a question customers often ask: "My gift box has paper lamination + PE inner bag + silicone sealing ring — how many tests do I need?" The answer is 3 — the paper shell per 4806.10, the PE inner bag per 4806.7, the silicone ring per 4806.11. Samples must be taken and tested separately; one combined report won't cut it.

3. The 3 real questions you must clarify before sending samples

Answering these 3 questions before submitting samples can save you half the time and money.

First: is your material in direct contact or indirect contact? Direct contact means the inner layer of the packaging that physically touches the food — e.g., PE inner bags, aluminum foil laminate, silicone sealing rings. Indirect contact refers to the outer paper box, the shipping corrugated carton. Direct-contact materials need full migration testing; indirect-contact materials generally only need basic physical-chemical and microbiological tests. The price differs by a factor of two.

Second: what are the use temperature and duration? Under GB 31604 test methods, the same migrant shows migration rates 3-10× different at 4℃ / 40℃ / 70℃ / 100℃ / 121℃. A gift box holding tea at room temperature is simulated at 40℃ × 10 days; if the customer tells you it's for frozen food, then it's 4℃ × 10 days; if it's a high-temperature retort pouch, it's straight to 121℃ × 2 hours. Get the temperature condition wrong by one line on the test report and the e-commerce reviewer will bounce it back immediately.

Third: does your material contain composite layers? Many customers assume that for a single material, one sample is enough. In reality, paper-plastic and aluminum-plastic laminates must be sampled separately by outermost and innermost layer. Last year a customer in Suzhou making coffee capsules sent their laminate film for testing only once. JD required separate reports for the aluminum layer and the PE layer, the file was bounced back twice, and re-testing cost 12,000 RMB.

4. How to pair GB 31604 test methods

Passing GB 4806 alone isn't enough — you also need specific migration testing per the GB 31604 series. This is a 49-part collection of test methods; the 8 most commonly used by companies are:

GB 31604.1 is the general rule for migration; GB 31604.2 is potassium permanganate consumption (for plastics/organic coatings); GB 31604.7 is the color fastness test (for printed matter, inks); GB 31604.8 is heavy metals (lead, cadmium, arsenic, mercury); GB 31604.9 is microbiology (total plate count, coliforms); GB 31604.24 is formaldehyde (for paper products, glues); GB 31604.34 is plasticizers (for PVC, rubber); GB 31604.49 is aromatic amines (for azo dyes, inks).

I usually give customers 3 recommended combinations when helping with certification:

Paper gift box combination (outer laminated grayboard + inner laminated white card + ribbon + ink printing): GB 4806.1 + GB 4806.10 + GB 31604.24 + GB 31604.7 + GB 31604.9. Budget 3,500-5,000 RMB, lead time 12-15 working days.

PE/PP food bag combination (zip-lock bags, vacuum bags): GB 4806.1 + GB 4806.7 + GB 31604.2 + GB 31604.8 + GB 31604.9. Budget 5,000-8,000 RMB, lead time 15-20 working days.

Aluminum foil laminate bag combination (coffee capsules, tea inner bags): GB 4806.1 + GB 4806.9 + GB 4806.7 + GB 31604.2 + GB 31604.8 + GB 31604.34. Budget 10,000-15,000 RMB, lead time 20-25 working days.

5. The 3 pitfalls customers most often fall into

Pitfall 1: Using the same report for both e-commerce and offline stores. JD.com and Tmall's onboarding review checks against GB 4806.1 + the corresponding material sub-standard. Offline supermarkets require the full GB 4806 suite + a third-party CMA-accredited report. One report can't cover both channels.

Pitfall 2: The customer name on the report doesn't match the actual commissioning party. Many gift box factories submit samples under their own company name, but the actual seller is the brand owner — JD's review will flag this. The fix is to either put the brand owner down as the commissioning party at submission, or do a "commissioning party change" on the original report.

Pitfall 3: Printing inks failing the GB 31604.7 color fastness test. The most common inks we see in this industry are soy-based and water-based inks; solvent-based inks basically won't pass. If a customer has a budget under 2,000 RMB and still wants to list on JD, I usually talk them into redesigning the packaging — move the printing from the outer box to the inner liner card, or switch to spot-color pre-printing.

6. Final word: certification isn't the finish line, it's a brand moat

I've been in packaging for 11 years, and I've seen too many customers treat GB 4806 as a one-time cost — file it in a drawer after they're done, dig it out when they need it for the next onboarding, and find it expired or that the materials have changed so it no longer applies. Customers who actually use this well treat it as a brand asset: every time they change a material or switch an ink supplier, they re-test. I have a customer in the high-end baby food segment who submits samples four times a year, files every report by date, and has never had an e-commerce spot check rejected.

The underlying logic of certification isn't compliance — it's writing down "I'm responsible for food safety" in a third-party report. Customers buy peace of mind; regulators look for evidence; channels require credentials. Align these three layers and packaging certification truly serves your business.
