Packaging box supplier factory audit checklist: employee social security, hazardous waste disposal, equipment maintenance, and customer contracts. These are the 4 types of hidden records that inspectors will check but not directly ask about, and the 4 types of files that printing factories need to complete 30 days before the audit.

Wuxi Lexiang has to deal with 15-25 customer factory audits every year. Starting from 2024, the audit standards have been upgraded, expanding from basic BSCI/SEDEX requirements to brand-customized checklists. Auditors are no longer checking superficial documents but 4 types of hidden records. Below is the list of real records that will still be enforced in 2026.

Why Factory Audits Are Getting Stricter

Starting from 2024, EU ESG disclosure requirements, the U.S. Uyghur Forced Labor Prevention Act, and domestic brand supply chain audits have all been upgraded simultaneously. Brand audits of supply chain compliance have been upgraded from "document compliance" to "process compliance + outcome compliance". Auditors are no longer going through the motions or checking documents but are coming to the site with specific questions to find evidence.

Real Data: In 2025, we participated in 47 customer audits (our own + industry peers), of which 31 audits (66%) focused on checking 4 types of hidden records. Printing factories with complete records had a pass rate of over 95%, while those with missing records had a pass rate of only 50-60%.

First Category: Employee Social Security and Labor Contract Records

This is the first mandatory check by auditors. Starting from 2024, regulatory requirements mandate that all manufacturing employees must have 100% social security coverage, but many printing factories' actual practice is "employee voluntary waiver of social security", which has not been accepted by auditors since 2024.

8 specific items auditors check:

1. Employee roster – including name, ID number, hire date, position, job type.
2. Labor contracts – 100% of employees must have signed, contract term ≥ 1 year (temporary worker contracts ≥ 6 months).
3. Social security payment records – 100% of employees must pay for five insurances, housing fund as per local requirements (mandatory in some cities).
4. Salary payment records – paid on time every month, with bank statements or WeChat/Alipay transfer records, cannot be all paid in cash.
5. Overtime records – overtime pay calculated at 1.5x / 2x / 3x, with employee signature confirmation.
6. Working hour records – attendance machine data or electronic check-in, kept for ≥ 2 years.
7. Health certificate – 100% of employees in direct contact with food/cosmetics must hold a health certificate.
8. Injury records – registration, handling, and compensation records of work-related injuries, with employee signature.

Real Failure Case: In April 2025, a cooperative printing factory of ours was audited by a certain cosmetics brand and was found to have 18 employees without social security coverage, due to "employee voluntary waiver". The auditor deemed it non-compliant, the customer suspended orders for 3 months, and the printing factory lost 2.8 million CNY. Social security arrears + late fees amounted to 350,000 CNY.

Printing Factory Must-Do List:
- 100% social security coverage for employees (some positions like cleaning staff can sign separate labor service contracts + commercial accident insurance).
- All wages transferred via bank, cannot be paid in cash.
- 100% signing of labor contracts, contract term ≥ 1 year.
- Establish employee file folders (including ID, contract, social security proof, health certificate copies).
- Update employee roster + social security ledger monthly.

Second Category: Hazardous Waste Disposal and Pollution Discharge Permit Records

This is a new key focus for auditors starting in 2024. 2024-2026 is a critical period for the implementation of China's Solid Waste Law, and brand audits of supply chain environmental compliance have been upgraded from "equipment installation" to "equipment operation + disposal compliance".

10 specific items auditors check:

1. Environmental Impact Assessment Approval Document – approval for construction project environmental impact assessment.
2. Pollution Discharge Permit – applied for according to the "Pollution Discharge Permit Management Regulations", original + copy complete.
3. Pollution Discharge Permit Execution Report – annual report + quarterly report, uploaded to the National Pollution Discharge Permit Management Information Platform.
4. Online Monitoring Data – online monitoring equipment for COD, ammonia nitrogen, flow rate at wastewater/air emission outlets, data networked.
5. Third-Party Monitoring Report – third-party monitoring of wastewater/air/noise quarterly.
6. Hazardous Waste Disposal Contract – disposal contracts for hazardous waste categories such as HW06/HW12/HW16/HW17.
7. Hazardous Waste Transfer Form – five-part form complete, kept for ≥ 5 years.
8. Hazardous Waste Temporary Storage Room – leak-proof + signage + containment + video surveillance.
9. Chemical MSDS – MSDS for inks/glues/overprint varnishes/cleaning agents, Chinese and English versions.
10. Emergency Drill Records – hazardous waste/chemical leak emergency drills, at least 2 times a year, with photos + sign-in sheet.

Real Failure Case: In August 2025, a customer of ours placed a food packaging order, and the auditor found that the hazardous waste disposal contract was the 2023 version, not renewed in 2024, actual 2024 hazardous waste transfer had no contract. Deemed seriously non-compliant, customer terminated cooperation, printing factory lost 1.8 million CNY annual order.

Printing Factory Must-Do List:
- Hazardous waste disposal contract renewed annually, cannot have gaps.
- Five-part form archived monthly, kept for ≥ 5 years.
- Execution report uploaded to platform by January 31 each year.
- Online monitoring data uploaded in real-time, cannot be offline.
- Emergency drills at least 2 times a year, with complete records.

Third Category: Equipment Maintenance Records

This is what auditors most easily overlook but also most easily fail on. Auditors are not checking "whether there is equipment" but "whether the equipment is within the effective maintenance period".

7 specific items auditors check:

1. Equipment Ledger – list of printing machines, die-cutting machines, hot stamping machines, UV machines + purchase date + original value + depreciation.
2. Equipment Maintenance Contract – annual maintenance contract for imported equipment such as Heidelberg/Manroland/BOBST, must be issued by the original manufacturer or authorized service provider.
3. Equipment Maintenance Records – date, content, replacement parts, maintenance personnel signature for each maintenance.
4. Equipment Operating Procedures – SOP for each machine, pasted on the wall or hung next to the equipment.
5. Equipment Operation Certificate – special equipment operation certificate (forklifts, boilers, pressure vessels, etc.), 100% certified.
6. Equipment Inspection Report – annual inspection report for special equipment such as pressure vessels/boilers/hoisting equipment.
7. Equipment Failure Records – time, cause, repair duration, responsible person for equipment failures.

Real Failure Case: In October 2025, a cooperative printing factory of ours was audited by an electronics brand and was found to have 2 Heidelberg printing machines with expired maintenance contracts for 4 months. The actual maintenance was done by a third-party repair company, but the contract was not from the original manufacturer. The customer deemed "equipment maintenance non-compliant", reduced orders by 30%, printing factory lost 850,000 CNY.

Printing Factory Must-Do List:
- Maintenance contracts for imported equipment issued by the original manufacturer or authorized party, cannot have gaps.
- Equipment operating SOPs pasted on the wall or hung next to the equipment, employees can view at any time.
- 100% certification + annual inspection for special equipment.
- Failure records archived monthly, kept for ≥ 3 years.

Fourth Category: Customer Contracts and Quality Agreements

This is a new key focus for auditors starting in 2024. Auditors are not checking "whether there is a contract" but "whether the contract terms cover the brand's requirements".

6 specific items auditors check:

1. Customer Contract Template – including quality terms, delivery terms, liability for breach, intellectual property, confidentiality clauses.
2. Quality Agreement – product quality agreement signed between the customer and the printing factory, clearly defining defect rate, acceptance with concession, return terms.
3. Social Responsibility Agreement – anti-bribery, anti-discrimination, anti-forced labor agreement signed between the customer and the printing factory.
4. Environmental Agreement – environmental compliance agreement signed between the customer and the printing factory, clearly defining the list of prohibited substances.
5. Customer Audit History Report – customer audit reports + rectification records from the past 2 years.
6. Customer Complaint Handling Records – registration, handling, and closure records of customer complaints, kept for ≥ 3 years.

Real Failure Case: In June 2025, a customer of ours placed a cosmetics packaging order, and was found to have no anti-forced labor clause in the contract, auditor deemed "social responsibility non-compliant", customer demanded to sign a supplementary agreement, but the printing factory was unwilling to accept the customer's unilateral terms, order fell through, loss of 1.2 million CNY.

Printing Factory Must-Do List:
- Contract templates standardized, covering 5 types of clauses (quality, delivery, breach, intellectual property, confidentiality).
- Quality agreement signed separately, clearly defining defect rate (usually ≤ 0.5%) + conditions for acceptance with concession.
- Social responsibility agreement + environmental agreement as contract attachments.
- Audit history reports archived, rectification records closed-loop.
- Customer complaint handling records archived monthly.

Printing Factory's 30-Day Preparation Checklist Before Audit

1. Days 1-7: Check the completeness of employee file folders + verify social security payment records, make up social security payments to 100%.
2. Days 8-14: Verify hazardous waste disposal contracts/pollution discharge permits/online monitoring data, renew expired contracts.
3. Days 15-21: Verify equipment maintenance contracts/operating SOPs/special equipment certificates, update maintenance contracts.
4. Days 22-25: Verify customer contracts/quality agreements/social responsibility agreements, fill in missing clauses.
5. Days 26-28: Verify customer audit history reports + complaint handling records, archive completely.
6. Days 29-30: Verify site 5S + safety + fire + signage + aisle, rectify on site.

Conclusion: Audits Are Not a Mere Procedure, but a Compliance Baseline

The biggest mistake printing factory owners make is treating audits as "mere procedures", thinking that as long as the documents are complete, they will pass. But starting from 2024, auditors check for "process compliance + outcome compliance", and the 4 types of hidden records are indispensable. The pass rate for having all 4 types of records is over 95%, and missing any one type carries a risk of deduction. It is recommended to prepare according to the checklist above 30 days in advance, do not wait until the last minute.

FAQ

How long in advance is a factory audit usually notified?

Customer factory audits are typically notified 7-30 days in advance, while urgent audits (such as customer complaints or market supervision spot checks) may be notified on short notice. It is recommended that printing factories prepare the checklist according to a 30-day interval to allow sufficient time to complete any missing records. If customers notify on short notice (such as within 7 days), it is advisable for printing factories to proactively contact customers to apply for an extension to avoid being penalized for inadequate preparation.

How much will the cost increase if 100% of employee social security is paid?

Employee social security costs mainly consist of 5 components (pension, medical, unemployment, work injury, maternity), plus housing provident fund (mandatory in some cities), totaling about 38-50% of the total salary (employer share). For example, for an employee with a monthly salary of 8000 CNY, the employer's monthly social security and provident fund cost is about 3000-4000 CNY. If a printing factory has 30 employees, the annual social security cost is about 1.1-1.45 million CNY. This cost will eventually be passed on to the product quotation, and it is recommended that printing factories include it in their budget in advance.

Does the hazardous waste disposal contract need to be renewed every year?

Yes. The validity period of hazardous waste disposal contracts is usually 1 year, and printing factories should proactively renew the contract with the disposal unit 30 days before expiration. If the contract expires, the transfer of hazardous waste generated by the printing factory has no legal basis and constitutes a serious violation of the law (Article 80 of the Solid Waste Law), which can result in a fine of 100,000 to 1 million CNY. Additionally, customers will deem it non-compliant during the audit. It is recommended that printing factories establish a reminder mechanism for hazardous waste contract expiration and notify 30 days in advance.

What to do if the customer contract does not include a social responsibility agreement?

It is recommended that printing factories proactively provide customers with a social responsibility agreement template (refer to BSCI Code of Conduct, SEDEX SMETA Audit Standards, SA8000 Standards), which customers usually accept. If customers do not accept the printing factory's template, the printing factory can accept the customer's template, but it needs to clarify in the agreement that 'the printing factory commits to adhering to the basic principles of anti-bribery, anti-discrimination, and anti-forced labor'. It is recommended that printing factories use the social responsibility agreement as a general attachment to the contract, applicable to all customers.

Can a factory audit be reassessed if it is not passed?

Yes. If a customer factory audit is not passed, printing factories are usually given a 30-90 day rectification period, after which customers will arrange a reassessment. The reassessment is usually stricter, and the inspector will focus on checking the previously non-compliant items. If the reassessment is still not passed, some customers will terminate the cooperation. A few customers (such as strategic suppliers) may give a third chance. It is recommended that printing factories fully prepare before the first audit to avoid falling into a 'rectification-reassessment-rectification' vicious circle.
